The technical Assistance Officer/Senior Technical Assistance Officer (TAO/STAO), under the general supervision of the Division Chief, ICDGP, carries out a core responsibility of the division, which is to raise funds and develop the partnerships for the IMF’s externally financed CD programs.
The primary purpose of the STAO role is to:
1. Raise external funds from donors/external partners for IMF CD;
2. Maintain external partner relations, build relationships with new external partners, and contribute to communications and outreach activities;
3. Contribute to the development and implementation of fundraising strategies to support the Fund’s CD activities and actively manage funding vehicle portfolios;
4. Ensure that CD policies and procedures are appropriate and aligned with IMF interests while being aware of external partners’ perspectives.
Main Duties and Responsibilities
The STAO will actively manage funding vehicle portfolios and prepare and negotiate new CD agreements with donors. He/she will actively pursue new contacts with potential external partners and maintain close relationships with existing ones. The STAO will communicate with internal and external audiences on CD policies and projects, and contribute fully to the preparation and dissemination of information on the IMF's CD activities and general outreach on the IMF’s mandate to deliver CD. She/he will also contribute to the development and implementation of fundraising strategies to support the Fund’s CD activities. The STAO will engage with external sources of CD financing such as official bilateral agencies or Ministries, the World Bank, multilateral and regional development banks, and private foundations. The work may involve significant travel, day-to-day contact with many other departments within the IMF, as well as with—often senior—representatives of external agencies.
Minimum qualifications
Educational development, typically acquired by the completion of an advanced university degree in business, finance, budgeting, accounting, statistics, computer science, or related field, or a professional accounting certification (such as CPA or CA), supplemented by a minimum of eight years of relevant work experience. Alternatively, a minimum of two years of experience in a related position at Grade A12 is required.
- Extensive and broad-based experience in fundraising, in particular from official sector entities, and ideally across more than one region. Experience with donor agencies or development partners would be a strong asset.
- Good knowledge of trends in development assistance and capacity development issues.
- Excellent communication, organizational, and planning skills, and a demonstrated strong drive for results. The selected candidate needs to take initiatives and be entrepreneurial and resourceful; deal simultaneously and effectively with many diverse and, at times, unanticipated issues; meet tight deadlines; communicate effectively with a diverse set of stakeholders; and be an outstanding team player.
- Excellent interpersonal skills and the ability to present IMF CD in a highly engaging manner to internal and external audiences.
- Excellent English drafting skills. Additional languages would be a strong plus.
This vacancy shall be filled by a 3-year Term appointment in accordance with the Fund’s new employment rules that took effect on May 1, 2015.
A regular staff member who is selected to fill the vacancy will maintain their open-ended status. If the selected candidate is a contractual employee, they will be offered a Term staff appointment. Staff members already on a term appointment will continue their current term but may receive an extension provided that their current term appointment has not already been extended.
