Job Description

Basic Job Purpose:

The Michigan Center for Rural Health (MCRH), Michigan’s state office of Rural Health, is seeking a dynamic and passionate individual dedicated to improving rural emergency medical services (EMS). The Rural EMS Programs Manager will oversee a diverse range of programs that support rural EMS organizations and providers. Responsibilities include managing initiatives related to continuing education, quality improvement, financial and operational enhancements, and workforce development. The manager will provide technical assistance and guidance on EMS operational, educational, and quality improvement efforts across Michigan, developing and implementing programs that strengthen and support rural Emergency Medical Services statewide.

 

Supervision Received:

Reports directly to the Director of Programs & Services.

Duties and Responsibilities:

  • Oversee EMS continuing education programs, including development, implementation, and expansion strategies.
  • Manage a targeted technical assistance project to support recruitment and retention in seven rural EMS agencies.
  • Act as a rural EMS expert and consultant, fostering relationships and providing direct support to EMS agencies.
  • Develop and lead EMS workgroups focused on operational efficiency and quality improvement.
  • Collect, curate, and distribute rural EMS resources to enhance agency support and awareness.
  • Engage in local, state, and national EMS workgroups and committees, representing the needs and priorities of rural EMS.
  • Expand EMS leadership development programs and resources for rural EMS professionals.
  • Support MCRH grant writing efforts to secure funding for EMS programs and align EMS initiatives with broader organizational priorities and funding opportunities.
  • Identify and implement innovative solutions to improve support for rural EMS agencies.
  • Provide technical assistance for statewide EMS recruitment and retention initiatives.
  • Coordinate and manage EMS-related courses, events, communication platforms, and data systems.
  • Explore and implement new approaches to enhance EMS programming and effectiveness.

 

Qualifications & Requirements:

Knowledge & Skills:

  • In-depth understanding of rural EMS operations and challenges.
  • Strong project management skills, with the ability to work independently while meeting high expectations.
  • Proficiency in Microsoft Office Suite and experience compiling data and writing reports.
  • Excellent verbal and written communication skills.
  • Strong organizational skills, with the ability to prioritize and manage multiple tasks effectively.
  • Ability to build relationships, foster collaboration, and bring stakeholders together.

 

Education & Experience:

  • Bachelor’s degree in a relevant field (healthcare, public health, EMS, etc.) plus experience in healthcare or emergency medical services.
  • Training and/or certification in emergency medical services is strongly preferred.
  • Instructor Coordinator (IC) certification is highly preferred.
